A Primer on Connecticut’s Use of Federal Child Care and Development Block Grant Funds for the State Child Care Subsidy Program

This report looks at how Connecticut has been using federal funds for Care4Kids, the child care subsidy program. Federal block grant funding has been frozen, since 2002, forcing spending cuts, when one adjusts for inflation. Despite the need for child care subsidies, substantial funds for Care4Kids have gone unspent. In addition, the state is diverting TANF (Temporary Assistance to Need Family) funds from TANF to the Department of Children and Families that could be used for child care assistance.
