Impact of the Governor’s Proposed FY 16 Rescissions on Early Care and Education

In order to reduce an anticipated budget shortfall for State Fiscal Year 2016 (FY 16) due to volatility in the stock market, on September 18, 2015 Governor Dannel Malloy announced rescissions pursuant to Section 4-85(b) of the Connecticut General Statues. Governor Malloy’s proposed rescissions maintain funding for the largest early care and education programs. In particular, the plan maintains funding as originally passed for Care 4 Kids, state funded child development centers, and School Readiness programs in Priority and Competitive School Districts.

However, the Governor’s proposed rescissions contain worrisome cuts to programs that ensure quality improvements across Connecticut’s early care and education network.
