Impact on Early Care and Education of the Governor’s Rescissions for FY13

On November 28, 2012, in order to reduce an anticipated budget shortfall for State Fiscal Year 2013, Governor Dannell Malloy decided to implement budget rescissions. The rescissions have a significant impact on a number of early care and education programs and initiatives. Among other things, the following line items have been cut by 5%:

  • Family Resource Centers
  • School Readiness Quality Enhancement
  • Child Care Quality Enhancements (which includes funding for Connecticut Charts-a-Course)
  • Head Start Services
  • School-based Health Clinics

Additionally, Care4Kids has been cut by 2.1% ($2.2 million). At the current time, there has been no cut to state-funded child care centers or School Readiness in Competitive School Districts. This fact sheet contains a full listing of the rescissions relevant to early care and education.
