The state of Connecticut has indicated a willingness to accept a “global cap” on federal funding for its Medicaid program in exchange for flexibility to make changes such as premiums or co-pays. This brief finds that the formula used to establish a global cap would provide inadequate federal funding for the growing health care needs of Connecticut ’s residents over time. The brief was co-authored by staff at CT Voices for Children and the Health Policy Institute at Georgetown University. The report was commissioned by the CT Health Foundation and the Anthem Foundation of CT.
