In the HUSKY health insurance program, families can choose among four health plans and can switch their plans as often as every 30 days. In an effort to reduce administrative problems caused by frequent plan switching, the Department of Social Services plans to “lock in” Medicaid managed care enrollees into their health plans for a 12-month period, with exceptions for good cause. This report finds that the proportion of HUSKY members who switch health plans has increased steadily over recent years and that most families who switch do so based on their choice of health care provider. The report makes recommendations for the implementation of this new lock-in policy.
